Abstract
Globally, it is acknowledged that proper governance coupled with adequate resources in educational institutions is essential for delivering excellent education programs. With dwindling financial support from the government, the board of management BOM is expected to secure additional resources. However, the effectiveness of BOM in resource mobilization has not been ascertained. The purpose of the study was to assess the board of management’s resource mobilization practices on effective governance in public primary schools. The objectives of the study were to; determine the level of BOM resource mobilization, examine challenges faced and evaluate the probable solutions to the challenges faced. The research used descriptive survey design and applied the steward theory. Target population was 352 public primary schools and 352 BOM chairpersons. The study utilized the stratified random sampling. A sample size of 78 BOM chairpersons was derived from the target population, using the Yamane Table 1967. A closed ended and an open-ended questionnaire was used to collect data. Quantitative and qualitative data were analysed using the descriptive and content analysis respectively. The results revealed that the level of resource mobilization was at 59.4% as agreed by majority of respondents, while 33% disagreed and 7.6% were neutral. The major challenge faced by BOM was limited skills 34.6% followed by inadequate strategies 23.1%. The study concluded that effective resource mobilization is essential for successful school governance. Recommendations included strengthening donor relationships, increasing community involvement, and developing long-term strategic resource mobilization plans. These efforts will contribute to the sustainability of public primary schools and improve educational outcomes.
